The creations you make with this tutorial belong to you, but the tutorial belongs to me.

Filter needed: 

Mehdi Kaleidoscope 2.1 can be downloaded here, http://www.mehdiplugins.com/ 

Select a colorful image

Go to selections and select all, then modify and contract 10 or 15 pixels, depending on the size of your image and then invert.  

Go to effects>inner bevel and use these settings:

Promote selection to layer and deselect.  Duplicate first layer with the image and resize 10%.  Make sure you don’t have all layers ticked when you resize.  Duplicate this layer, resize 10%.  Repeat again.  You will now have 4 image layers, in graduated sizes. 

Click on the promoted selection of the frame and duplicate layer.  Resize10%, duplicate, resize 10%, and repeat again.  Turn off all the layers except for the four frame layers.  Merge all layers visible.

Use the plug-in, Medhi, Kaleidoscope, using these settings.

Select inner bevel using the same settings as before and you can also add a drop shadow if you wish.  

Turn on your other layers of images with the frames.

Turn the transparency layer of kaleidoscope frame down to about 60 or 70% and you are done!!
